The New Jersey Cybersecurity and Communications Integration Cell is the state’s one-stop shop for cybersecurity information sharing, threat intelligence, and incident reporting. Acting in a cyber fusion center capacity, the NJCCIC is a component organization within the New Jersey Office of Homeland Security and Preparedness. The NJCCIC works to make New Jersey more resilient to cyberattacks by promoting statewide awareness of cyber threats and widespread adoption of best practices. We provide a wide array of cybersecurity services, including the development and distribution of cyber alerts and advisories, cyber tips and best practices for effectively managing cyber risk. Other services include threat briefings, risk assessments, incident response support, and training.
We promote shared and real-time awareness of cyber threats for New Jersey's citizens, businesses, local governments, and critical infrastructure owners and operators. By bridging the information divide, we can reduce our state’s cyber risk, respond to emerging incidents, and prevent future attacks.
We fuse data from technical and non-technical sources in order to analyze our local cyber threat landscape and educate the public. The information we collect is published across a variety of cyber threat intelligence products using easy-to-understand language.
We encourage our members, as well as all New Jersey citizens and businesses to voluntarily report cyber incidents. Additionally, all New Jersey organizations are mandated by law to report data breaches. Information from these reports allows us to analyze trending cyber threats.
In 2015, the New Jersey Office of Homeland Security and Preparedness (NJOHSP), through a newly formed component organization in NJOHSP, the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC), was tasked with leading and coordinating New Jersey’s cybersecurity efforts while building resiliency to cyber threats throughout the State. By organizing cybersecurity under the OHSP, which is led by the NJ Homeland Security Advisor (HSA), the State centralized responsibility and accountability for statewide cybersecurity efforts, beyond just those of NJ State government networks, systems, and information. Located at New Jersey’s Regional Operations and Intelligence Center (ROIC) and, acting in a combined cyber fusion and security operations center capacity, the NJCCIC is staffed by personnel from the NJOHSP, the NJ Office of Information Technology, and the NJ State Police, thereby providing a multi-agency and multi-disciplinary "all threats/all hazards" cybersecurity function.
In addition to the three primary agencies that comprise the NJCCIC, partnerships with a number of other key stakeholders have been developed, including but not limited to, the NJ Office of the Attorney General, the New Jersey National Guard, the FBI, the US Department of Homeland Security (DHS); national organizations such as the Multi-State Information Sharing and Analysis Center (MS-ISAC), Health Information Sharing and Analysis (H-ISAC), Financial Services Information Sharing and Analysis Center (FS-ISAC), and Elections Infrastructure Information Sharing and Analysis Center (EI-ISAC); as well as private sector organizations and operators of critical infrastructure and key resources throughout New Jersey and beyond. These partnerships ensure critical information is shared broadly and key resources are coordinated across applicable sectors in a whole of state approach to cybersecurity in New Jersey.
Michael Geraghty is the State of New Jersey’s Chief Information Security Officer (CISO) and Director of the NJ Cybersecurity and Communications Integration Cell (NJCCIC). In these roles Director Geraghty is responsible for the development and execution of the State’ cybersecurity strategy. He is responsible for leading and coordinating New Jersey’s cybersecurity efforts while building resiliency throughout the State and has direct responsibility for all aspects of statewide cybersecurity operations; governance, risk and compliance; and incident response.
Geraghty is an accomplished cybersecurity executive with a history of building innovative and model programs in private and public sector enterprises including roles as CISO of the Hudson’s Bay Company, Chief Information Officer of the National and International Centers for Missing and Exploited Children, Vice President of High Technology Investigations at Prudential Financial, and Network Intrusion Detection Manager, Lucent Technologies/Bell Labs. Geraghty began his career with the New Jersey State Police, where he served 12 years and led the formation and development of its High Technology Crimes Investigations Unit.
He has provided expert testimony before the United States Congress and in federal, state, and international courts on computer crime investigations and forensics. Geraghty is a past president of the Northeast Chapter of the High Technology Crimes Investigation Association and has held leadership roles in the National Strategic Policy Council on Cyber and Electronic Crime.
Jared M. Maples was named Director of the New Jersey Office of Homeland Security and Preparedness (NJOHSP) on June 5, 2017. In his role, he serves as the federally designated Homeland Security Advisor (HSA) to the Governor and is the Cabinet-level executive responsible for coordinating and leading New Jersey’s Counterterrorism, Cybersecurity, and Emergency Preparedness efforts.
Director Maples joined NJOHSP in January 2016 as Director of the Division of Administration. The Division of Administration encompasses all information technology and security, human resources, facilities management, and financial activities for the Office, including oversight of millions of dollars in federal homeland security grant funding.
Prior to joining NJOHSP, Director Maples spent over a decade at the Central Intelligence Agency (CIA) in a variety of leadership roles and previously worked at the US Department of Defense in the Office of the Secretary of Defense. As a seasoned intelligence officer, his career focused on executive strategy development and execution, organizational and operational change management, emergency operations response, internal security investigations and personnel protection in high threat environments. Director Maples was fortunate to travel around the world on behalf of the US Government, including many deployments to areas of active hostilities.
In 2014, Director Maples was appointed to the Board of Trustees for the Government Employee Voluntary Investment Fund. As a Trustee, Director Maples and the rest of the Board maintain exclusive responsibility for the investment of nearly $300 million in assets across Growth, Aggressive, Index, and Income funds.
Director Maples holds an MBA from Georgetown University, a Bachelor’s degree from Villanova University, and an Associate’s degree from Valley Forge Military College.
